Румен Стоянов ОВЧАРОВ
Ovcharov served as a Bulgarian member of parliament (MP) and is currently a member of the Bulgarian Socialist Party (BSP) National Council. Ovcharov was also the minister responsible for energy in the late 1990s and again in the mid-2000s. He is accused of “extensive involvement in corruption” namely by repeatedly engaging in corrupt contracts with Russian energy companies while in the ministry. He allegedly coordinated, along with Nikolov and Genov, personal commissions and ill-gotten profits through corrupt and diverted contracts for KNPP [1]. Bulgaria is ranking at the bottom of Transparency International Corruption perception index, mainly due to a lack of transparency, legislation around lobbying, and regular corruption occurrences within the political class [2].
